Overview

Unauthorized activities near pipelines and underground infrastructure are increasing, creating safety, environmental, and operational risks. Many workers are expected to respond without consistent training or a clear understanding of regulatory expectations. Pipeline Safety: Responding to Unauthorized Activities addresses this gap by providing a clear, standardized approach to identifying, assessing, and responding to potential unauthorized activities.

SAIT is proud to offer this course developed by Jiva Consulting in collaboration with SaskEnergy, TC Energy and FortisBC . It is aligned to the Unauthorized Activities Damage Prevention Competency Standard, part of the Canadian Pipeline Competency System (CPCS), making it one of the few online offerings in Canada grounded in this nationally recognized framework. It provides a practical foundation for both field and office personnel. You’ll explore key concepts related to third-party activities and the risks they pose to underground infrastructure, along with how pipeline companies typically respond to suspected unauthorized activities.

Topics include determining whether an activity is unauthorized using a multi-criteria approach, responding in the field, resolving and following up on situations, and meeting reporting requirements across regulatory, industry, and internal channels, including reporting to regulators, internal stakeholders, and organizations such as the Canadian Common Ground Alliance (CCGA) who produce the annual DIRT report.

Delivered in a fully online, self-paced format, the course is designed for flexibility and real-world application. Scenario-based modules and knowledge self-checks help you apply concepts to realistic situations. By the end of the course, you’ll have a clear, consistent understanding of how to recognize and respond to unauthorized activities in a way that supports safe operations, reduces risk, and strengthens regulatory compliance.
